The space story with concentric circle buildings and page not directly match any movie we know but sounds similar to movies like Interstellar (the ships and buildings with rings) or Inception (circular structures). However, the specific detail of concentric circle-shaped buildings isn't a prominent feature in most famous space movies. There's a 2022 Chinese movie 流浪地球 (The Wandering Earth) which features a giant rotating space station, some circular structures, but not exactly concentric circles. The description sounds more like an architect's vision for future space habitats depicted in concept art than a specific mainstream movie.
